Governor Bhagat Singh Koshyari has not yet taken any decision on the issue of members appointed by the Governor for the Legislative Council. Shiv Sena MP Sanjay Raut had criticized the governor on the same issue. Leader of Opposition in the state assembly Devendra Fadnavis has slammed Sanjay Raut for criticizing the governor. "Sanjay Raut's criticism of the governor is purely childish. What do you want to answer him?", said Fadnavis.

Raut had lashed out at Koshyari over the delay in nominating members to Maharashtra Legislative Council (MLCs), despite the 12 names submitted by Council of Ministers on November 6, 2020. Shiv Sena mouthpiece 'Saamana' on Monday, mused had the govt file had been 'stolen by a ghost'. Saamana suggested that the Raj Bhavan must perform a 'Shanti yagna' at the soonest to find the cabinet recommendations. The High Court recently pulled up Koshyari saying, "He must decide it either way". "Is anybody doing a PhD on it?" Raut asked.

Meanwhile, BJP leader Fadnavis reacted saying, Raj Bhavan will answer about the list of MLAs of the Legislative Council in Raj Bhavan. I can't talk about that. But files 'stolen by a ghost', what kind of statements are these? This is pure childish statement. No one should make such statements. Sanjay Raut has no job. He talks about anything everyday, Fadnavis said.

In the editorial Saamana compared Koshyari's slow-paced working to Bengal Governor Jagdeep Dhankar's 'pro-active' style, commenting that 'What happened to the file, sir?'. Stating that activist Anil Galgali had filed an RTI in the matter, Sena was astonished when the Governor's office replied that 'if there was no such file, how can we provide any information?'. Calling the delay an unconstitutional move by the Governor, by keeping 12 council seats empty for six months, Sena reasoned that this was due to no time limit on the nomination as per law.
