Acting on directions issued by the Bombay High Court, the Brihanmumbai Municipal Corporation has begun an extensive anti-encroachment campaign across Mumbai. Municipal Commissioner Bhushan Gagrani carried out an unannounced inspection on Monday to assess the progress of the operation in Dadar, Parel and Matunga. During his visit, he reviewed ground-level implementation and examined whether civic teams were following due process. He also engaged in conversations with shopkeepers, hawkers and residents to hear their grievances firsthand and gather practical suggestions, emphasising that public cooperation is essential for the long-term success and fairness of the drive.

The civic body has clarified that the primary objective of the crackdown is to reclaim public areas that have been obstructed by illegal structures and unauthorised vending. Key stretches, including arterial roads, narrow pavements, spaces beneath flyovers and zones surrounding hospitals, schools and railway stations, are being prioritised to ensure smoother movement and improved safety. Heavy congestion, frequent traffic snarls and rising accident risks linked to unchecked encroachments prompted authorities to identify several pockets as vendor-free zones. Officials believe clearing these high-footfall areas will enhance pedestrian convenience and reduce bottlenecks that disrupt daily commuting across the city.

On Monday, Gagrani, accompanied by senior officials, toured multiple neighbourhoods falling under the F North, F South and G North wards of the civic administration. The inspection covered Sion, Matunga, Parel, Mahim and Dadar, where teams have been actively removing illegal stalls and structures. Authorities reviewed documentation, verified compliance procedures and assessed whether adequate notice had been issued before action. The commissioner stressed the need for consistent enforcement across all wards to prevent the re-emergence of encroachments. He also instructed officers to maintain transparency and ensure that operations are conducted systematically without causing unnecessary hardship.

Addressing concerns about the impact on livelihoods, Gagrani clarified that the initiative is not designed to deprive street vendors of their means of earning. Instead, the administration aims to regulate vending activities by creating designated hawker zones for eligible and registered vendors. The plan includes conducting detailed surveys, verifying documentation and implementing structured rehabilitation measures so that vendors can operate lawfully. By organising vending spaces and enforcing clear rules, the corporation seeks to safeguard pedestrian rights while enabling vendors to continue their businesses in an orderly and accountable manner.
