Following the viral social media video of a 27-year-old man cutting birthday cakes adorned with IPC sections, the Bhandup police have started the externment process, which is a legal procedure that prohibits a person from living in a particular area or locality for a predetermined amount of time. The sections he is currently booked under are indicated on the cakes. Jiyauddin Ansari is the blacklisted gangster from Bhandup. After a social media video of his birthday celebration went viral, he provoked panic among the residents.

On April 11, Ansari from Gamdevi in Bhandup was spotted celebrating his birthday with cakes that read "King of Bhandup" and enumerated the criminal allegations against him. He proudly held up many cakes that alluded to grave transgressions. A senior Bhandup police officer stated that police have zero tolerance for such behaviour, so they have sent a request to the DCP to initiate externment proceedings. Ansari is facing at least eight major criminal charges, including a 2015 murder for which he and two other people were arrested in Pune. According to the police, he has also engaged in extortion and is notorious for spreading dread around the neighbourhood. For cutting the cake, Ansari has been charged under Section 270 of the BNS (public nuisance).

In the viral video, he is seen cutting cakes that read: “Bhandup King Jiya” and IPC sections 302 (murder), 307 (attempt to murder), 387 (Extortion), and 324 (voluntarily causing hurt) written on Cakes. One cake even bore a question mark in place of a section, hinting at potential future crimes.

"This goes beyond merely commemorating a birthday. He took advantage of the opportunity to exalt his criminal history on the internet. We are taking strong measures and will not permit people to advertise illegal activity on social media," the police officials said.

According to authorities, the video seems to have been purposefully uploaded online to create fear among locals. The Bhandup Police filed a case against Ansari, his older brother Firoz, and their associates after taking the video seriously. DCP Zone 7 Vijaykant Sagar, said that Jiyauddin Ansari is also the target of preventive measures like Tadipar.
