The suspense surrounding Mumbai’s next “First Citizen” finally ended on Thursday after the Maharashtra government conducted the reservation lottery for mayoral posts across 29 municipal corporations in the state, including Mumbai. The draw was held under the supervision of Minister of State for Urban Development Madhuri Misal, and confirmed that Mumbai will have an open-category woman Mayor for the 2026 term. The announcement cleared weeks of political uncertainty that had stalled post-election developments following the Brihanmumbai Municipal Corporation election results declared on January 16.
Despite the BJP-led Mahayuti alliance securing a clear majority in the BMC, political manoeuvring had come to a halt as parties waited for the outcome of the mandatory reservation draw. The BJP and the Shinde-led Shiv Sena together command 118 seats in the 227-member civic body, comfortably above the simple majority mark of 114 required to elect the Mayor. However, the identity of the next Mayor depended entirely on the reservation category determined through the lottery conducted by the Urban Development Department at Mantralaya.

The mayoral reservation system is rooted in the 74th Constitutional Amendment, which mandates rotation of leadership positions in urban local bodies to ensure fair representation. In Maharashtra, the Mumbai Municipal Corporation Act requires the Mayor’s post to rotate among Scheduled Castes, Scheduled Tribes, Other Backward Classes, women from reserved or open categories, and the general category. The lottery system is designed to maintain neutrality, prevent political manipulation, and ensure that no single party or group can predetermine the outcome.
The draw follows a transparent process in which eligible categories are shortlisted based on previous rotations. Names of these categories are written on paper chits, folded, and placed in a glass container. Traditionally, a child is invited to pick one chit to ensure complete randomness. The selected category is then officially notified by the Urban Development Department through a gazette notification.
With the reservation now confirmed as open-category woman, only elected women corporators from the open category will be eligible to contest the mayoral election. The Municipal Commissioner is expected to convene a special meeting of all corporators shortly. The Mayor will be elected through a show of hands, and the candidate who secures at least 114 votes will be declared Mumbai’s next Mayor, formally ending the transition phase in the country’s richest civic body.
