Mumbai: Worker Dies Due to Alleged Negligence During Hostel Construction at Sion Hospital; Contractor Booked

A case of gross negligence has come to light at the under-construction UG hostel of Lokmanya Tilak Hospital in Sion, where a labourer lost his life while on duty. The deceased has been identified as Sudam Umesh Biswas (45), who had been working as a construction labourer in Mumbai for the past two years. The Sion Police have registered a case of negligence against the contractor and initiated an investigation.

 

According to police sources, the incident occurred on November 12, 2025, at around 3.30 pm on the fifth floor of the UG hostel building within the Sion Hospital area. Biswas was drilling holes in an iron plate using a standing drill machine. As per safety norms, a C-clamp was required to be fixed to the machine; however, in an attempt to speed up the work, the contractor allegedly removed the safety clamp.

 

Due to the absence of the C-clamp, the iron plate slipped during drilling and struck Biswas on his right thigh, causing severe injuries. He was immediately rushed to the emergency ward of Sion Hospital, where doctors declared him dead during treatment.

 

The body was sent for post-mortem examination the following day, and on November 14, it was transported to his native village in Assam for the last rites.

 

The complaint in the case was filed on January 20, 2026, by the deceased’s brother Dibal Umesh Biswas (32), a private bus driver residing in Bandra East. In his complaint, he alleged that the contractor, Mustaqeen Shaikh of Shabnam Enterprises, not only removed essential safety equipment but also forced Sudam Biswas to operate a hazardous machine without any formal training, which ultimately led to his death.

 

Sudam Biswas is survived by his wife and a 14-year-old daughter, who reside in Assam’s Nagaon district. Based on the complaint, the Sion Police have begun a detailed probe and are examining the role of the contractor in the incident.
