Bihar Cabinet clears 22 proposals; focus on urban planning and policing

Patna, April 22 The Bihar Cabinet, chaired by Chief Minister Samrat Choudhary, on Wednesday approved 22 major proposals during a meeting held in Patna, covering key sectors including urban planning, law and order, and infrastructure development.

Both Deputy Chief Ministers -- Vijay Kumar Choudhary and Bijendra Prasad Yadav -- were present at the Cabinet meeting, which reviewed multiple policy and administrative matters concerning the state.

This was the second Cabinet meeting since the formation of the new government, with the first meeting having been held on April 15 shortly after the Chief Minister assumed office.

In a major decision related to urban planning and development, the Cabinet imposed an immediate moratorium on land-related activities — including purchase, sale, transfer, development, and construction — in designated township areas identified for planned expansion.

The moratorium will be implemented in Patna, Sonepur, Gaya, Darbhanga, Saharsa, Purnia, and Munger till March 31, 2027.

Similarly, in Muzaffarpur, Chhapra, Bhagalpur, and Sitamarhi, activities such as sale, purchase, transfer, construction, and development will remain suspended till June 30, 2027.

The move is aimed at enabling Master Plan-based development in the Special Areas and Core Areas of 11 identified townships, ensuring structured and regulated urban growth.

According to the government, this initiative is expected to promote planned urbanisation, create new economic hubs, generate employment opportunities, and reduce pressure on already congested urban centres.

To strengthen law and order in the state, with a specific focus on enhancing women’s safety, the Cabinet approved the procurement of 1,500 scooters for female police personnel under the ‘Police Didi’ initiative. A total allocation of Rs 18.75 crore has been made for this purpose.

Similarly, for male police personnel, 3,200 motorcycles will be procured at an estimated cost of Rs 48 crore to enhance mobility and operational efficiency.

The combined expenditure of Rs 66.75 crore on these vehicles is expected to significantly strengthen patrolling, particularly in sensitive areas such as schools, colleges, coaching institutes, and other urban zones.

In another key decision, the Cabinet approved the construction of a modern Emergency Response Support System (ERSS) and a State Police Data Centre building in the Rajiv Nagar area of Patna.

A total fund allocation of Rs 172.80 crore has been approved for this project, which will be executed over the current as well as the upcoming financial years.

The project is aimed at modernising emergency response systems and strengthening policing infrastructure through improved data management and technological integration.

These decisions underline the Bihar government’s focus on planned urban expansion, strengthening law enforcement mechanisms, enhancing women’s safety, and modernising public infrastructure across the state.

The initiatives are expected to contribute to economic growth while ensuring improved governance, efficient service delivery, and enhanced public safety.
