"Investigation is at crucial stage, let it reach to a reasonable state as it would provide a more holistic view and at that point a reply can be filed," Solicitor General Tushar Mehta told a division bench of the Delhi High Court presided by Chief Justice D.N. Patel and Justice C. Harishankar.

The submissions came while the court was hearing a batch of petitions filed by various students regarding the police brutality and violent clashes that occurred at the Jamia Millia Islamia on December 15.

After hearing the arguments of both the sides, the court directed the Centre and others to comply with its earlier orders and file a counter affidavit.

Senior advocate Colin Gonsalves appearing for petitioner, said, "93 students of Jamia have been injured. They have given cognizable complaints along with the CCTV. These are complaints by students in the library who were subjected to brutal attacks. All these complaints should be registered as FIR by the police."

Opposing the same, Mehta said, "Once an incident takes place, not a lot of FIRs can be registered, investigation is carried out on the basis of one FIR."

Gonsalves responded, "If that is the case why not even one FIR is registered against the police personnel?"

On the other hand, senior advocate Indira Jaising, appearing for the petitioner, said, "On the last date, an order was passed to file a counter affidavit. Oral statements would not suffice. Whatever he says should be on an affidavit."

The matter has now been listed for hearing on April 29.
