Killers, rapists among majority of convicts jailed in 2018: NCRB

The majority of convicts lodged in various jails across India in 2018 were convicted for the offences of murder and rape, and Uttar Pradesh tops the list of states and Union Territories for the number of convicts jailed under these offences registered by police, according to the National Crime Records Bureau's 'Prison Statistics India - 2018' report.

Published last week, the report reveals that a total of 69,165 convicts were lodged in the country's various jails for committing murder and 12,076 for offences of rape accounting for 66.49 per cent and 11.61 per cent, respectively, under Indian Penal Code (IPC) offences between January 1 and December 31, 2018.

They were among those 1,04,017 convicts who were lodged in jails for committing offences including attempt to murder (8,341), culpable homicide not amounting to murder (4,137), kidnapping and abduction (3,864), dowry deaths (5,705), assault on women with intent to outrage her modesty (729) accounting for 8.02 per cent, 3.98 per cent, 3.71 per cent, 5.48 per cent and 0.70 per cent, respectively, under IPC offences as on December 31, 2018.

The highest share of convicts for murder was reported in Uttar Pradesh accounting for 23.54 per cent (16,278 out of 69,165 of total such convicts) followed by Madhya Pradesh at 15.55 per cent (10,757) and Chhattisgarh at 8.05 per cent (5,568).

Uttar Pradesh has also reported the highest share of convicts under rape, attempt to commit murder, culpable homicide not amounting to murder, kidnapping and abduction and dowry deaths, with 17.82 per cent (2,152 out of 12,076), 14.63 per cent (1,220 out of 8,341), 22.87 per cent (946 out of 4,137), 23.73 per cent (917 out of 3,864) and 47.68 per cent (2,720 out of 5,705) of total such convicts, respectively.

Uttar Pradesh has reported the highest number of convicts (24,331) followed by Madhya Pradesh (15,100) and Chhattisgarh (7,230), accounting for 23.39 per cent, 14.52 per cent and 6.95 per cent of the total convicted inmates lodged under offences affecting the human body, respectively.

As per the data, a total of 1,22,441 convicts were lodged in various jails of the country consisting of offences affecting the human body (1,04,017), offences against public tranquillity (234), offences over property (12,939), offences relating to documents and property marks (307), and offences against women (19,860).

Uttar Pradesh has reported the highest number of convicts (26,557) followed by Madhya Pradesh (17,361) and Maharashtra (8,111), accounting for 21.69 per cent, 14.18 per cent and 6.62 per cent of the total convicted inmates lodged under various IPC crimes respectively.

A total of 16,777 convicts were lodged in various jails of the country for committing offences under Special and Local Laws such as crimes against women (506), crimes against Scheduled Caste/Scheduled Tribe (523), Arms and Explosive substances Act (2,207), Liquor and Narcotics Drugs-related Acts (9,113), other Regulatory and Enforcement Acts or Gambling Act (254), Foreigner and Passport-related Acts (1,389), Indian Railways or Railways Act (857), Miscellaneous Acts (482) and other SLL crimes (1,446) accounting for 3.02 per cent, 3.12 per cent, 13.15 per cent, 54.32 per cent, 1.51 per cent, 8.28 per cent, 5.11 per cent, 2.87 per cent and 8.62 per cent of the total convicted inmates lodged under various SLL crimes, respectively.

A total of 1,22,441 convicts were lodged in various jails of the country under various IPC crimes and 16,777 convicts were lodged under various SLL crimes.

However, a total of 2,53,523 undertrials were lodged in various jails under various IPC crimes and 69,913 undertrials were lodged under various SLL crimes at the end of December 31, 2018.
