Migrants to benefit from relaxed Aadhaar norms

The government has amended rules that will allow citizens to use their Aadhaar number for know-your-customer (KYC) requirements even if their current address does not match with the address mentioned in their Aadhaar card.

Such people can now get their identities verified by using their Aadhaar card and get their KYC verified by proving their current address that is different from the one on Aadhaar, a government official said after the Prevention of Money-laundering (Maintenance of Records) Fifth Amendment Rules, 2019, was notified on Wednesday.

The new rule has come into effect immediately.

The government official quoted earlier said that this amendment has been issued to allow people who have used Aadhaar for KYC and want to give an address different from the one in their Aadhaar as current address on self declaration basis.

This demand has been there from various sectors and will particularly help migrant workers who have the address of their native place in Aadhaar, but want a bank account with their current address where they are living for work.

People can now have residential address in their Aadhaar and give work address as current address in KYC. There are many cases where people may have their address in Aadhaar and want to give a more functional address for KYC.

"Where a client has provided his Aadhaar number for identification under clause (a) of sub-rule (4) and wants to provide a current address, different from the address as per the identity information available in the Central Identities Data Repository, he may give a self-declaration to that effect to the reporting entity," read the notification.
