New Delhi/Aizawl, April 22 Mizoram Governor General Vijay Kumar Singh (Retd) emphasised that national security goes beyond the strength of individual institutions, highlighting the critical need for effective coordination among them.​

Addressing participants of the Advanced Professional Programme in Public Administration during his visit to the Indian Institute of Public Administration in New Delhi, the Governor reiterated that national security cannot rely solely on institutional capacity but must be supported by cohesive and well-coordinated efforts.​

He underscored that the ‘Whole-of-Government’ approach begins with a fundamental shift in mindset, moving away from siloed functioning towards an integrated governance model.​

According to him, all levels of government, from central ministries to district administrations, must operate as parts of a unified and interconnected system.​

Citing the example of PM Gati Shakti, General Singh pointed out that coordinated efforts among multiple ministries, state governments, and local bodies have already delivered tangible improvements in infrastructure planning.​

He noted that this model clearly demonstrates how aligning policies, resources, and implementation strategies can produce more efficient outcomes while reducing wastage.​

The Governor further stressed that breaking down institutional silos and fostering a culture of collaboration is essential for effective governance.​

He observed that meaningful coordination should extend beyond high-level meetings and must include active engagement at the district level, with local administrations and communities playing integral roles in the governance framework.​

Concluding his address, he stated that a secure nation is built on trust, shared responsibility, and collective action.​

In a separate event, the Governor attended the Youth Festival (Univoyage) 2026, jointly organised by ICFAI University Mizoram and the state’s Tourism Department at the university campus in Durtlang North, Aizawl.​

Addressing the gathering, he appreciated the initiative, describing the festival as an important platform for motivating young people and offering meaningful learning opportunities.​

He stressed that such events provide significant benefits to students and help shape their future.​

Highlighting youth as the cornerstone of the nation’s future, he emphasised the importance of sustained investment in their development.​

The Governor also underlined the importance of skill development and upskilling in enhancing job creation and employability.​

He remarked that much of the most effective learning occurs through direct interaction with people, making such festivals particularly impactful.​

Speaking about the potential of Mizoram’s tourism sector, he noted that the state already enjoys key advantages, including a pleasant climate, scenic landscapes, and a clean environment.​

General Singh stated that with improved facilities and a more visitor-friendly ecosystem, Mizoram could attract more tourists.​

He also emphasised the need to promote eco-friendly tourism while maintaining harmony with nature.​

Encouraging the youth to actively participate and learn with enthusiasm, he expressed hope that the Youth Festival would yield meaningful and positive outcomes for both Mizoram and its people.​

The Youth Festival (Univoyage) 2026 is a two-day event (April 22–23), held under the theme “Exploring Diversity, Strengthening Bonds.”​
