New Delhi, Oct 20 Union Rural Development and Panchayati Raj Minister Narendra Singh Tomar on Tuesday unveiled a preparation framework for block and district developmental plans for rural local bodies.

It will act as a step-by-step guide for block and district panchayats to formulate plans and assist planners, and stakeholders concerned at the appropriate levels.

Speaking on the occasion, Tomar expressed the hope that the framework will definitely promote inclusive development at at the block and district levels by focusing on locally available resources, local people's aspirations and priority areas.

The framework will also serve as an important tool for all resource persons and stakeholders associated with decentralised planning in intermediate/block and district panchayats and also play an important role in transforming rural India by providing accelerated, participatory and inclusive growth.

State and UT representatives participated in the videoconference organised on the occasion.

The grants of the 15th Finance Commission are also being distributed to intermediate and district panchayats from 2020-21 fiscal. A total of Rs 60,750 crore would be distributed to the panchayats in 2020-21 Rs 45,774.20 crore for gram panchayats, Rs 8,750.95 crore for intermediate panchayats and Rs 6,224.85 crore for district panchayats.

These institutions need to be assisted in the formulation of comprehensive block and district development plans for rural areas, the Minister said.

While preparing the framework, a committee set up in this regard discussed various aspects of the issues involved with panchayat officials concerned and interacted extensively with stakeholders involved in the process.

Detailed analysis of the process of preparation of plans, role of state governments and other agencies, convergence at various levels, and scope of collective action will not only help in more understanding between the agencies involved, but also conditions of human planning to improve the lives of intended beneficiaries.
