Josep Borrell Fontelles is a Spanish politician, current High Representative of the European Union since 1 December 2019. A member of the Spanish Socialist Workers' Party, he served as Minister of Foreign Affairs, European Union and Cooperation of the Government of Spain from 2018 to 2019, having previously served under Felipe González as Minister of Public Works from 1991 to 1996.
