Leader of Opposition Devendra Fadnavis had called on the Governor Bhagat Singh Koshyari to extend the monsoon session of the state, elect Assembly Speaker and other issues. Governor Bhagat Singh Koshyari had written to Chief Minister Uddhav Thackeray on June 24 regarding this.

On this, the Chief Minister has sent a letter to the Governor on Friday explaining why the monsoon session of the State legislature was being conducted for only two days

The Business Advisory Committee of both the Houses of the Legislature met on June 22, 2021. The meeting discussed in depth the concerns expressed by experts in the state task force and the warning issued by the central government in the wake of the transition of Delta and Delta Plus variants of Covid-19. "Decision to hold the session for two days was taken in a meeting of business advisory committee of both Houses and only this committee has a right to fix the period of the session,” he said.

The second wave of coronavirus currently in the state has not yet subsided. Experts in the field have also expressed the possibility of a third wave, not only for our state but for the entire country. Uddhav Thackeray said that warnings of a third wave had already been given.

According to Article 178 of the Indian Constitution and Rule 6 of the Maharashtra Legislative Assembly, the Speaker of the Legislative Assembly is elected. However, no specific time frame has been fixed for this. It was not possible to hold the monsoon session in Maharashtra for a long time due to Covid pandemic. Short-term conventions have been held not only in Maharashtra but also in most of the states of the country. Therefore, the election of the Speaker’s poll could not be held in the state. In this situation, the post of Speaker has been handed over to the Deputy Speaker of the Assembly Narhari Jirwal. The budget session has also been held under his chairmanship. This has not violated any constitutional provision or created any constitutional hurdle in the absence of elections, the Chief Minister said in a letter to the Governor.
