Delhi IRS Officer’s Daughter Murder: Police to Conduct Psychological Analysis of Accused
Investigators probing the murder of a Delhi IRS officer’s daughter have revealed disturbing details about the accused, 23-year-old Rahul Meena. He displayed psychopathic traits and had a long record of aggressive conduct, reported India Today. In his native village, he was widely known for his violent temper and erratic behaviour. Officials also found that Meena was heavily addicted to Teen Patti and other online betting platforms, often wagering large sums. His gambling habit reportedly drove him into repeated financial trouble, forcing him to borrow money frequently. This pattern of addiction and aggression has become a key focus of the ongoing investigation.

Stolen Cash Recovery
Delhi Police recovered over Rs 1 lakh in cash along with jewellery believed to be stolen from the victim’s residence. These items were found in a hotel room in Dwarka, where Meena had checked in after committing the crime. Officers said he used the stolen money to pay for his stay. During questioning, Meena reportedly confessed to two rape incidents. Investigators are now tracing individuals who may have lent him money, as his addiction to online betting led him to accumulate debts. Police believe his financial desperation and compulsive gambling behaviour played a significant role in motivating his actions.
Two Rapes Timeline
The case involves a horrifying chain of events that unfolded within less than 12 hours. On April 21, Tuesday night, around 10:30 pm, Meena allegedly broke into a neighbour’s home in Rajasthan’s Alwar. He assaulted the woman and raped her before strangling and threatening her to remain silent. He fled around 11 pm, warning her not to inform authorities. Despite the threats, the survivor later filed a complaint, leading to the registration of an FIR. This incident marked the beginning of a violent spree that would continue into the following morning in Delhi.

Delhi Entry Details
Early the next day, Meena travelled nearly 200 kilometres to Delhi and entered a residential society in Kailash Hills at about 6:30 am. He headed to the apartment of his former employer, an IRS officer, where he had previously worked as a domestic helper. Police said he used his knowledge of the house layout, entry codes, and spare key locations to gain access. He went to a rooftop study room where the 22-year-old victim, an engineering graduate preparing for UPSC exams, was studying. He allegedly struck her with a lamp and another heavy object, causing serious injuries.
Brutal Attack Sequence
When the victim tried to resist, Meena allegedly strangled her until she became unconscious. Investigators said he then sexually assaulted her and dragged her body downstairs. He attempted to unlock a safe using her blood-stained finger but failed. He then used a screwdriver to break open the locker and stole valuables. Afterward, he changed out of his bloodied clothes and wore garments belonging to the victim’s brother before escaping. This sequence of actions highlighted both premeditation and a chilling level of brutality in the crime.
Parents Find Victim
The victim’s parents returned home from the gym around 8 am and discovered her lying in a pool of blood. Her clothes were torn, and she was partially unclothed. She was immediately taken to a hospital, where doctors declared her dead on arrival. The post-mortem report confirmed strangulation as the cause of death and revealed multiple injuries, indicating a fierce struggle. The incident has sent shockwaves through the community, raising serious concerns about safety and the nature of the crime.
CCTV Tracks Movement
CCTV footage played a crucial role in tracking the accused. Cameras recorded Meena entering the housing society at 6:28 am and leaving at around 7:22 am, wearing different clothes and carrying a black backpack. Police traced his movements through multiple cameras and identified the auto-rickshaw he used to flee. The driver helped investigators locate a hotel in Dwarka, where Meena had taken shelter. He was subsequently arrested from the premises following a coordinated effort by law enforcement teams.
Police Teams Investigation
To apprehend him, Delhi Police formed 15 dedicated teams that worked across locations. After his arrest, a court granted four days of police custody. Officials plan to take Meena to both Delhi and Alwar to reconstruct the sequence of events and gather further evidence. These reconstructions are expected to provide clarity on the timeline and strengthen the case against him. Authorities are continuing their investigation to uncover any additional crimes or connections linked to the accused.
Fired Over Betting
Investigators also revealed that Meena was fired from his job at the IRS officer’s household due to his betting habits and financial irregularities. He allegedly engaged in dishonest practices and borrowed money from several sources to sustain his gambling addiction. Police said he showed no remorse during interrogation and even tried to rationalise his actions, claiming the crime might not have occurred if he had been given money. This lack of regret has further alarmed investigators examining his psychological profile.
