Chandigarh, April 22 The Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini, on Wednesday decided to convene a one-day special session of the Vidhan Sabha on April 27, during which the Haryana Clerical Services (Recruitment and Conditions of Service) Bill, 2026, will be introduced.

At the Cabinet meeting in Gurugram, a consensus was also reached on framing the necessary rules for the promotion of Group D employees belonging to the common cadre.

The Group D employees who have completed over five years of service have now become eligible for promotion to the post of clerk, said the Chief Minister after the meeting.

The draft of the Haryana Clerical Services (Recruitment and Conditions of Service) Bill, which was approved, includes a provision to increase the promotion quota from Group D to the post of clerk from 20 per cent to 30 per cent.

Additionally, the requirement to reserve five per cent of posts on an ex gratia basis has also been incorporated into the rules, the Chief Minister told the media.

On the Women’s Reservation Bill that failed to secure a two-thirds majority in the Lok Sabha, CM Saini said events that unfolded in the Parliament on April 16 and 17 had exposed the true face of the Opposition parties before the nation.

“The true character of the Opposition parties is anti-women and driven by a lust for power,” said the Chief Minister, adding, “These days have gone down in the country’s history as black days.”

“The Opposition parties have viewed women merely as a vote bank while deliberately excluding them from participating in the decision-making process.”

“The Prime Minister has clearly stated that women’s participation is not an act of charity, but their inherent right,” explained the Chief Minister.

“The Opposition spread lies and confusion under the guise of delimitation, claiming that it would result in a loss for certain states. The Home Minister, citing concrete facts, clarified that the parliamentary representation of no state would be reduced,” said CM Saini.

“In the times to come, women will use the power of their vote to deliver a resounding reply to these anti-women political parties,” he added.
