After presiding over a productive first session of the 17th Lok Sabha, Birla is hoping the trend to continue in the winter session, scheduled next month.
In an interview here on Wednesday, the Speaker told he hoped for more productive sessions and good results with the support of all parties. "People want Parliament to function without disruptions. They want MPs to present before the House issues of their respective constituencies and pass bills," he said.
Stating that Parliament is accountable to 130 crore people of the country, Birla said, "People elect members to Parliament with a hope and aspiration that their issues will be placed before the government."
Birla, who represents Kota-Bundi constituency in Rajasthan, requested the opposition parties to express their views without entering the well of the House. "All members have right to express their opinion. But I request them to express themselves without rushing to the well. I will try to ensure that the opposition gets its due in the House."
"Parliament runs with consensus and cooperation of all," Birla said when asked if the huge majority for ruling coalition in the Lok Sabha had made his job easy.
On rules to prevent disruptions, the Speaker said, "Rules are amended from time to time. There is a committee that discusses this. After this, it is placed before the House, and after debate and with consensus, rules are made and implemented."
Birla said during the first session, the House carried out the legislative business in a smooth manner with the cooperation of all. "During the session, all members raised issues of their respective constituencies, key bills were passed and an effort was made to run the House without disruptions. For the first time, the 37-day session lasted without disruptions. It was also extended," he said.
The budget session sat for 280 hours and passed 35 bills.
On some opposition MPs' remark that bills were passed in a hasty manner, the Speaker said, "There were no lengthy debates on bills, but they were comprehensive and lasted longer than necessary."
