"Congress is creating an atmosphere of fear among Muslim community members. The opposition parties are spreading lies on Citizen Amendment Act and creating confusion among people," Modi said at a rally in Jharkhand ahead of the final of the five phase Assembly polls.

"I challenge the Congress and its allies that if they have the courage they should openly declare that they are ready to give Indian citizenship to every Pakistani citizen," he added.

Besides this, Modi also took on the Congress over Article 370 in Jammu and Kashmir and Ladakh.

"I also challenge Congress to announce that it will reimpose Article 370 in Jammu and Kashmir. Modi has removed Article 370 and if Congress has the guts, let it say that it will reimpose it. The Congress should also openly say that it will scrap Triple Talaq law if it comes to power. Congress should stop guerrilla politics," he said.

The Prime Minister again reiterated that people of the country, whether Muslims or Hindus, will not be affected by this new Citizenship Act.

Modi also accused the Congress and its allies of lying, spreading rumour and inciting violence.

"Congress allowed infiltrators and used them as vote bank which created problems. It is the Congress which is responsible for such things," he said.

"It was the Congress which divided the country in the name of religion. Congress should also stop using youths for dirty politics. I want to make it clear that government's only mantra is Constitution of India."
