Rayagada (Odisha) [India], April 24: An education-focused initiative implemented in Odisha's Rayagada district has received national recognition from NITI Aayog for its efforts to improve learning outcomes among tribal communities. The program, titled Shikshartha, is being highlighted as a scalable model that integrates formal education with local cultural context. In a compelling example of innovation-driven governance, IAS officer Parul Patwari has once again demonstrated how administrative leadership can create meaningful grassroots impact.

Rayagada, where a significant proportion of the population belongs to tribal communities, has historically faced challenges in school education. These include language barriers, limited access to contextual learning resources, and a gap between curriculum design and local realities. Shikshartha was developed as a district-level intervention to address these issues through more inclusive and activity-based learning methods.

Contextual and Experiential Learning Approach

The initiative focuses on transforming school spaces into interactive learning environments. Walls, floors, and open areas are used as educational tools, incorporating visual and activity-based elements to make learning more engaging. Local cultural elements, including traditional art forms such as the GI-tagged Idittal paintings of the Lanjia Saura community, are integrated into teaching methods to improve relatability and student participation.

The model emphasizes foundational literacy and numeracy (FLN) through storytelling, visual aids, and hands-on exercises. By aligning academic concepts with students' everyday experiences, the program aims to improve comprehension and retention.

Implementation and Reach

Currently, the initiative is being implemented across around 50 schools in Rayagada district, covering more than 7,000 students, including those from tribal and Particularly Vulnerable Tribal Group (PVTG) communities. Teacher training and capacity-building form a core component of the program to ensure consistent delivery and long-term sustainability.

Preliminary observations from the district administration indicate improvements in basic literacy, vocabulary development, and numeracy skills among participating students. Schools have also reported better attendance and increased engagement from both students and local communities.

Scalability and Policy Relevance

The recognition by NITI Aayog has brought attention to the initiative's potential for replication in other tribal-dominated regions. District authorities have indicated plans to expand the program further, particularly in areas with a high concentration of PVTG populations.

Future phases are expected to include structured impact assessments, expanded teacher training modules, and the integration of digital learning tools to complement existing methods.

Broader Governance Perspective

The Shikshartha initiative reflects an evolving approach in public education policy that prioritizes inclusivity, contextual learning, and community participation. By adapting teaching practices to local socio-cultural environments, such models aim to address long-standing gaps in access and learning outcomes in underserved regions.

As education systems across India continue to focus on equity and foundational learning, initiatives like Shikshartha are being examined for their potential to inform district-level and national strategies.
