Chief Minister Devendra Fadnavis and BJP State President Ravindra Chavan: The Master Strategists Behind the BJP’s Historic Municipal Victory

The municipal election results have made one thing clear: voters across Maharashtra have wholeheartedly backed Chief Minister Devendra Fadnavis’s vision and campaign around a “Developed Maharashtra.” At the same time, the urban electorate responded positively to BJP state president Ravindra Chavan’s call to stand firm with the party’s ideology. The verdict is visible in the numbers.

When Chavan took charge as the BJP’s state working president last January, he set an ambitious target of enrolling 1.5 crore primary members. That move effectively won half the battle back then—a fact that today’s emphatic victory now confirms.

The BJP is a party that not only frames policy but also delivers it on the ground. From election strategy and ticket distribution to rally planning and a sharp reading of the opposition’s strengths and weaknesses, the “Devendra–Ravindra” pairing demonstrated a rare political instinct. Analysts point to tight coordination between the state government and the Maharashtra BJP organisation as a key reason behind this unprecedented success.

As the state party chief, Chavan has repeatedly said he is ready to make any sacrifice for the party. In him, the BJP has a president who takes to the streets, a grassroots worker rooted in the soil. During the campaign, he remained unfazed by personal attacks—whether over his statements or even his attire. Instead, he turned those distractions to the BJP’s advantage, allowing the opposition to get trapped in issues voters didn’t care about, while the party stayed focused on winning.

These elections have also shown that personal barbs carry little weight with the public. Over a 25-year political journey, Chavan has seemed to take every criticism as fuel, stepping forward each time. Leaders who rise through constant struggle often take time to be fully understood. Maharashtra’s voters—and even political analysts—are only beginning to grasp Chavan’s depth. This victory makes it evident that he has emerged as a mature, seasoned force in state politics.

Fadnavis knows Chavan’s strengths well. He understands the value of a state president who is available to the party round the clock, and he recognises Chavan’s deep experience of urban Maharashtra and his constant state of election readiness. During his two-and-a-half years as Public Works Minister, Chavan travelled across the state, delivering development projects and building a wide network of workers and citizens—connections that have proved invaluable in this campaign.

As the scale of the BJP’s sweeping and historic win becomes fully public, Devendra Fadnavis’s all-round leadership has already come into sharp focus. At the same time, Ravindra Chavan’s strategic skill and long-term vision will stand out even more clearly as the final figures roll in.
