BMC Budget 2026: Rs 80,952 Crore Outlay Announced With Major Push for Infrastructure and Urban Projects

Municipal Commissioner Bhushan Gagrani on Wednesday tabled the 2026–27 budget of the Brihanmumbai Municipal Corporation before Standing Committee Chairman Prabhakar Shinde at 2 pm. The total outlay has been set at Rs 80,952.56 crore, reflecting an 8.77 per cent rise compared to the previous financial year. Of this, nearly 60 per cent, amounting to about Rs 48,164.28 crore, has been earmarked for capital expenditure to drive infrastructure growth, urban renewal and long-term civic assets. The remaining 40 per cent, approximately Rs 32,788.28 crore, will meet revenue expenses such as salaries, maintenance and operational costs of essential public services across Mumbai.

For 2026–27, the civic body expects major revenue inflows from compensation in lieu of octroi at Rs 15,550.02 crore, Development Plan fees and premiums at Rs 12,050 crore, property tax collections of Rs 7,000 crore and interest on investments of Rs 2,572.23 crore. The budget also sets aside Rs 230.90 crore for the Mumbai Fire Brigade, a sharp increase from last year’s revised estimate of Rs 111.68 crore. Funds will be used for modern equipment, expansion and training. Letters of Award have been issued for five high-rise firefighting vehicles, while tenders are floated for 11 fire engines and four support vehicles with advanced systems.

The corporation has allocated Rs 1,000 crore to the Brihanmumbai Electric Supply and Transport Undertaking to strengthen bus and electric services. Since 2012–13, cumulative assistance to BEST has reached Rs 12,028.81 crore. Up to January 2026, the BMC received Rs 11,981.84 crore as octroi compensation, Rs 8,138.26 crore from DP premiums, Rs 4,812.34 crore from property tax and Rs 2,100.56 crore as investment interest. Fire brigade services generated Rs 587.12 crore, while water and sewerage charges fetched Rs 1,333.58 crore. These streams remain crucial for sustaining civic amenities and transport operations citywide.

Under the Disaster Management Department, Rs 91.77 crore has been proposed, including Rs 46.67 crore for capital works. Plans include deploying video analytics on 500 existing CCTV cameras and adding 650 more across the Mumbai Metropolitan Region to monitor dumping, encroachments and flooding. A Data Centre and Disaster Recovery facility is proposed at the City Institute of Disaster Management in Parel. The Urban Flood Risk Management Programme will add pumping stations at Mahul and Mogra, upgrade Haji Ali and Irla stations, and build pressure tunnels from P.M. Garden to Dadar seaface and from T.N. Medical College to the Haji Ali outfall.

The Gargai Dam project cost has escalated to Rs 5,773.94 crore from the earlier Rs 3,000 crore estimate. Once completed, it is expected to supply 440 million litres per day, strengthening Mumbai’s water reserves. The BMC’s total committed liability for major infrastructure works stands at Rs 2,13,145.84 crore, with an additional Rs 31,406.81 crore for other projects, taking overall commitments to Rs 2,44,552.65 crore. However, fixed deposits available for infrastructure were Rs 36,623.09 crore as of January 2026. To improve air quality, Rs 159.82 crore has been allocated for mechanised sweeping, misting machines and regular washing of major roads.

The civic body plans to raise municipal green bonds to finance sustainable projects such as seven wastewater treatment plants and a desalination facility, aligning with climate goals and attracting ESG investors. It has initiated the process of appointing a credit rating agency. A new digital platform, ‘Participate Mumbai’, has been proposed to enable citizens and organisations to support initiatives in education, health and environment. Legacy waste clearance continues at Mulund and Deonar dumping grounds, while the Veermata Jijabai Bhosale Botanical Garden and Zoo budget has risen to Rs 136.70 crore for modernisation and new facilities.
