AMC shows inability in starting completion certificate cell

The office-bearers of the Confederation of Real Estate Developer''s Association of India (CREDAI, Aurangabad Chapter) held a meeting with the administrator of Aurangabad Municipal Corporation (AMC), about a month ago. Considering the demand of CREDAI, the administrator okayed to establish an independent cell to handle issues relating to completion certificate and land acquisition. However, the civic administration failed to set up the cell, and it did not proceed beyond an assurance, till to date.

It may be noted that the builders and developers were being accused of by the AMC for not obtaining completion certificates from the Town Planning section. Two months ago, the administration even threatened to file offences if they fail to obtain completion (occupancy) certificates.

The builders play an important role in the development of the city. To get their problems resolved, the builders and architect associations met the administrator A K Pandey on November 6. CREDAI''s Nitin Bagadiya, Narendra Jabinda, Sunil Bedmutha, Anil Munot and Vikas Chaudhary, while Architect Association''s Sunil Bhale, Swapnil Pargaonkar, Ajay Thakur and Manish Kale were in the meeting. They stressed on granting concessions in property tax and other taxes as they always extend help to the AMC in every possible way.

The office-bearers brought various issues into the notice of the administrator during the meeting. They mentioned that they get 1.1 FSI without paying any premium in the city, but the Cidco administration charges 10 per cent additional for premium. The Cidco should not force for the premium and sanction NOC against outstanding properties. They also demanded to decide on sanctioning of TDR on priority at the state government level; start an independent cell for completion certificates, land acquisition and other works; waive-off the penalty levied by AMC during the foundation work; issue fire brigade NoC as early as possible etc. They unitedly demanded to introduce one window system to issue the NoCs.

The acting assistant director (Town Planning) Jayant Kharwadkar said, " The meeting with the builders was held successfully held during the last month. It was decided to start an independent cell for occupancy certificate and other issues. However, the cell could not be opened due to the shortage of staff in our section. However, we assure you of getting the work related to completion certificate with the available workforce."
