Oxygen cylinders to be refilled from oxygen generation plants

Oxygen generation plants set up in government hospital premises during the COVID-19 pandemic will now be operated on a public-private partnership (PPP) model on a ‘no profit, no loss’ basis. The State government on Wednesday approved the tender process through a government resolution for signing a memorandum of understanding to run these plants.

Under this arrangement, oxygen cylinders will be refilled from these plants and the supply will be provided to government and private hospitals as well as industrial units. After the decline of the COVID-19 outbreak, as many as 33 of the 37 oxygen generation (PSA) plants in the districts of Chhatrapati Sambhajinagar, Jalna, Hingoli and Parbhani under the public health department have remained largely non-functional. On July 14, 2025, Lokmat had published a detailed report highlighting that oxygen cylinder refilling was not being considered despite the availability of oxygen plants in health department hospitals. The decision has now paved the way for cylinder refilling through these PSA plants.

295 hospitals in the state included

A total of 295 hospitals across the state will have their PSA plants operated on a ‘no profit, no loss’ basis, including those in Chhatrapati Sambhajinagar.

Priority supply to government hospitals

The oxygen produced from these PSA plants will first be supplied to government hospitals, and the remaining oxygen will be supplied to private hospitals and industrial units. The responsibility for manpower required to run the plants continuously will lie with the supplying agency.
