According to information, Arun Ganvir retired from Bharat Petroleum. His wife has a plot in Butibori. In 2018 Ganvir saw an advertisement in the newspaper for renting our space for mobile tower installation. The advertisement promised a monthly rent of `1.20 lakh for the land. Seeing the advertisement, Ganvir contacted Mandal, who surveyed the land and asked Ganvir to deposit `2,700 as registration fees. Ganvir was told that his plot has been short listed and he was sent a contract on WhatsApp, which had an address of Greater Kailash, New Delhi and has signature of telecom director. Ganvir was then asked to deposit `24,500 along with the contract. After depositing the amount Mandal told Ganvir that the Jio tower is being insured for `15 crore and the first installment of the insurance is to be paid by the plot owner. The he informed Ganvir to deposit the first installment of `62,000 and transfer the amount.

After the said amount was deposited, Ganvir was further told to deposit `92,000 as per Telecom Regulatory Authority of India (TRAI). Ganvir realised that something was fishy and refused to deposit the money. Mandal threatened that the contract would be cancelled, to which Ganvir agreed.
