Aurangabad, Feb 12: With the advent of unified development control regulation (DCR), increase in burden on the existing infrastructure is likely though it is claimed to speed up the process of sustainable development.As per the available information, more than 1 crore people in the Marathwada region live in urban areas. Keeping the volume of urban population and capacity of the civic bodies in the mind, it is feared that the DPR definitely will increase the burden on the urban infrastructure as the housing construction is going to be increased in manifold. It is claimed that introduction of the DCR will simplify the FSI rules on the one hand and will curb irregularities in it on the other hand. It is also claimed that the construction costs of houses will come down and more people will have their own houses. Common people will not need to obtain a permission for constructing a house of up to 1500 square feet and it is mandatory for civic bodies to grant permission within 10 days, in case 3000 square feet house is constructed. Therefore, common people will not have to make round of their civic bodies and they will get construction permission in a short time. The unified DCR will also curb illegal constructions.Civic bodies in regionThere are 50 municipal councils and 24 Nagar Panchayats in the region apart from corporations in Aurangabad, Parbhani, Nanded and Latur. At 50 places in 76 tehsils, there are municipal councils and Nagar Panchayats at remaining places.Khan: DCR is in people’s interestDeputy director of the town planning department Raza Khan claimed that the DCR is in the interest of common people. They want their own houses and FSI. Increase in burden on urban infrastructure is a secondary issue, but present by-laws and concepts of town planning are good for common people. It has a provision of giving a certificate instead of TDR. Betterment charges and property tax are covered in DCR. By-laws A, B and C are already there for councils and Panchayats which have been liberalised in DCR, Raza added.
