Aurangabad, June 3:

The Aurangabad Municipal Corporation (AMC) has shortlisted 1238 property-holders to take stern action against them as the civic body sustained financial loss by not obtaining occupancy (completion) certificates.

The AMC's town planning (TP) section issues building permission. Hence after completing the construction, it is mandatory upon property-holder to obtain a completion certificate. It is illegal to make use of the property without it. However, the citizens, it is observed that to avoid paying revenue, do not procure the certificate. In the first phase, the TP section has prepared a list of 1238 big properties of builders and individuals. An independent cell with 18 personnel had been established under the headship of deputy engineer A B Deshmukh.

Every year, the TP section grants around 2,000 building permissions, but the strength of occupancy certificate-holders is very less. Hence, the cell went through the building permissions sanctioned by the section in the past seven years and prepared a list of property-holders, who had not obtained the completion certificate. The first focus is on big property-holders. The process of serving notice to them has been completed. Meanwhile, the AMC is on its toes to help the flat occupants of the buildings (that deprived of completion certificate), if they raise their voices.

The assistant director (town planning) Jayant Kharwadkar said, " It is a mandatory norm to procure completion certificate. However, if the builders, who had sold out their flats without completion certificate, submit the proposal to us immediately then the section would collect regular charges from them and complete the procedure."
