Rs 125-crore district complex stalled despite tender finalization

A Rs 125 crore 13.5 acres project for a new district collector’s office and administrative complex in Vishwasnagar, Labor Colony, remains stalled, despite the tender process being finalized two months ago. While the site has been fenced off with sheet metal, actual construction work is yet to begin.

The Public Works Department (PWD) transferred the project to the World Bank Project Division after cancelling the previous work order in December 2024 due to irregularities. The contract was reassigned to Shubham EPC Pvt. Ltd. following a decision by the chief engineer, based on a review by the superintendent engineer. Officials withdrew all project documents from the executive engineer’s office, and the government has been asked to take action against those involved in the unauthorized work order.

The proposal for the administrative complex has been in the pipeline for three years. The government acquired land in the Labor Colony and demolished official quarters to clear the site. Between 2022 and 2025, tenders were invited multiple times. Although the final approval came in December 2024, work has yet to commence, raising concerns over further delays.
