Maharashtra Budget 2026: Mumbai To Get Major Infrastructure Boom With New Metro Lines, Airport Connectivity, And Signal-Free Sewri–Coastal Road Route

Chief Minister Devendra Fadnavis on Friday announced a series of major infrastructure and transport projects for Mumbai while presenting the Maharashtra Budget 2026. The announcements outline an ambitious roadmap to strengthen urban mobility and connectivity across the city and surrounding regions. Key projects include new metro corridors, airport connectivity links, road expansions and coastal infrastructure aimed at reducing traffic congestion and improving travel efficiency for millions of commuters. The government also highlighted long-term plans to expand metro networks and expressways across the state, signalling a strong focus on infrastructure-led development.

Wadala To Gateway Of India Underground Metro

One of the most significant announcements is the proposed Mumbai Metro Line 11, a fully underground corridor that will connect Wadala with Gateway of India. The project is estimated to cost around ₹23,487 crore and is expected to transform connectivity to South Mumbai, an area that currently has limited metro access. The government also plans to extend the metro route from the Dharavi Rehabilitation Project to Bandra Terminus, strengthening transport links between central and western parts of the city.

Metro Link Between Mumbai And Navi Mumbai Airports

Another key project announced in the budget is Mumbai Metro Line 8, which will connect Chhatrapati Shivaji Maharaj International Airport with the upcoming Navi Mumbai International Airport. The metro corridor will be developed at an estimated cost of ₹22,862 crore and is expected to simplify travel between the two major aviation hubs. Once the Navi Mumbai airport becomes operational, the improved metro connectivity is likely to play a crucial role in facilitating smoother passenger movement across the Mumbai Metropolitan Region.

Focus On Navi Mumbai Connectivity

The state government also highlighted progress on the Taloja–Khandeshwar Metro Line 2, which is expected to enhance connectivity in the rapidly expanding Navi Mumbai region and support access to the new airport. In addition, the Panvel–Karjat Rail Corridor is nearing completion and is expected to open for traffic soon. These projects are aimed at strengthening transport infrastructure in the Mumbai Metropolitan Region and supporting future urban growth.

Road And Expressway Expansion Plans

Alongside metro projects, the government also announced major road infrastructure upgrades across Mumbai. Plans include the development of a network of underground subways in key congestion-prone areas. The first phase of the Goregaon–Mulund Link Road, which will significantly improve east–west connectivity across the city, is nearing completion. Meanwhile, the Versova–Bhayander Coastal Road has been targeted for completion by December 2028. At the state level, the government plans to develop around 1,200 kilometres of metro lines and nearly 6,000 kilometres of expressways in the coming years.

Signal-Free Corridor And Coastal Road Expansion

CM Devendra Fadnavis also announced that traffic from Sewri to the coastal road will become signal-free by September 2026, which is expected to significantly ease travel across key parts of the city. He further stated that the Bandra–Versova Coastal Road is expected to be completed by May 2028. Additionally, a coastal bridge will be developed from Vadhwan–Uttan to Virar. The government also plans to connect Atal Setu with the Navi Mumbai airport via Ulwe by May 2026, reinforcing its push to expand infrastructure and connectivity across the Mumbai Metropolitan Region.
