Preliminary information has revealed that 15,000 buildings in 313 villages across five tehsils covering an area of 2100 square kilometres under the Chhatrapati Sambhajinagar Metropolitan Regional Development Authority (CSMRDA) have unauthorised construction. If these constructions have not been regularised under the Gunthewari Rules, they will be considered unauthorised. A survey of the illegal buildings in these villages will be conducted by students from the Government Engineering College (GEC).

On February 12, a meeting chaired by Chief Minister Devendra Fadnavis approved the implementation of the Gunthewari Act within the jurisdiction of the CSMRDA. This decision clears the way for the regularisation of thousands of constructions within the authority’s limits under the Gunthewari Rules. However, only a few buildings will be regularised if the Gunthewari Act applies to construction until 2020. The draft of the Gunthewari Rules will be prepared by the municipal corporation, but the exact rates for regularisation are yet to be determined.

FSI Rules are different

For the 26 villages in the Fringe Area, Cidco is responsible. Within the municipal limits, the Municipal Corporation is responsible. The authority will include 313 villages, including 9 towns.

The FSI (Floor Space Index) Rules for the Municipal Corporation and Cidco are different. The FSI rules for the authority are also different.

While it is not possible to build high-rise buildings within the authority's limits, they have been constructed. In the municipal corporation area, multi-storey buildings are permitted.

Phase-wise survey to be conducted

The joint director (CSMRDA) Harshal Bawiskar said, “The authority has started the base map work for 313 villages across five tehsils, after which the Development Plan will be initiated. The plan will include considerations for metro, local trains, road networks, water supply, sewerage systems, and solid waste management. A survey will be conducted to regularise the existing constructions under the Gunthewari Rules. The survey will be carried out in phases across the 313 villages.”
