PhonePe’s Bharat Bet: From Metros to Beyond

With over 61 crore registered users spanning metros to remote villages, PhonePe's pan-India presence has emerged as its biggest competitive advantage and a key selling point as the company prepares for its most anticipated market debut.

While most payment apps have focused primarily on urban markets, PhonePe has quietly built what may be India's most geographically diverse digital payments ecosystem, reaching deep into Bharat’s tier-2 cities and beyond, where digital adoption was once considered a distant dream. This ubiquity across the country’s vast landscape, from bustling city centers to small-town kiranas, has become the foundation of PhonePe’s growth story.

The numbers tell a compelling tale of scale. PhonePe now facilitates payments at over 4.4 crore merchant locations across India, processing 9.8 billion transactions in December 2025 and commanding more than 45% of the country's UPI market share, as per National Payments Corporation of India’s (NPCI) latest report. But what sets the company apart isn't just the volume– it's where those transactions are happening.

The Bharat-first mindset

PhonePe's expansion into non-metro India wasn't an afterthought or a market adjacency play. It was a deliberate strategy built on a simple insight: digital payments would only achieve true scale in India if they worked seamlessly everywhere, for everyone.

Over the years, PhonePe has played an important role in taking digital payments and financial services beyond metros. From salaried professionals in cities to kirana owners and first-time digital users across Bharat, PhonePe’s product philosophy has remained consistent:  build simple, dependable infrastructure that works for everyone, everywhere.

This Bharat-first mindset has translated into tangible product decisions. The app supports multiple Indian languages and offers voice payment alerts in 11 regional languages, making digital transactions accessible to users comfortable with their local languages. Crucially, localization goes beyond mere translation. The interface is designed for varying levels of digital literacy, with simple screens, familiar language, and intuitive navigation that help first-time users feel confident from their very first transaction.

Merchant Network: The Real Moat

PhonePe's competitive advantage lies in its merchant network, which extends far beyond organized retail into the informal economy that dominates India's commercial landscape. From QR-based payments to instant confirmations in local languages, the platform has enabled countless small merchants who previously relied entirely on cash to embrace digital payments.

Key milestones such as the launch of the PhonePe Business app has given merchants greater clarity and control over their transactions. To further strengthen merchant adoption, PhonePe introduced Made-in-India devices like SmartSpeaker and SmartPOD, enabling instant payment confirmation and improving confidence in digital payments. Together, these solutions have helped build one of India’s largest and most diverse merchant networks, integrating formal and informal commerce into a single digital payments fabric.

Beyond payments, PhonePe is expanding as a B2B solutions provider. Features such as sales records, digital receipts and transaction history help merchants manage their businesses more efficiently, while additional capabilities around inventory visibility, order management and sourcing support are helping offline retailers digitise operations and compete more effectively.

Through Udyam Assist, launched in partnership with the Small Industries Development Bank of India (SIDBI), PhonePe has strengthened its role in the merchant ecosystem by enabling digital-first MSME onboarding and simplifying access to formal credit- a critical need for small businesses across India's towns and villages.

Financial Services for All

PhonePe's expansion into financial services- mutual funds, digital gold, stock broking, and insurance, has been carefully designed to work across urban and rural markets. The simplified interfaces and vernacular language support that enabled payments adoption are now being applied to more complex financial products, democratizing access to wealth creation and risk management tools that were previously not easily accessible to non-urban Indians.

Built for Bharat

PhonePe's story encapsulates a broader narrative about India's digital transformation. The company has positioned itself not as a payments app for urban elites, but as connective infrastructure that works across India's diverse economic landscape- from metros to mandis, from tech-savvy millennials to first-time smartphone users.  The company's geographic diversity also provides natural resilience. While urban markets may be more susceptible to competitive pressure and changing consumer preferences, PhonePe's deep penetration into tier-2, tier-3, and tier-4 markets creates sticky relationships with users and merchants. PhonePe hasn't just built a payments app, it has built the digital infrastructure that's helping millions of Indians across the country's nooks and corners participate in the formal economy for the first time.
