Maharashtra Issues 92 Lakh E-Challans, Nearly Half Remain Unsettled
Maharashtra’s transport department has issued around 92 lakh e-challans for traffic violations, yet nearly 50 lakh of them remain unpaid, highlighting a significant gap between swift digital enforcement and weak recovery mechanisms. So far, only about 42 lakh cases have been resolved, resulting in the collection of ₹1,883.24 crore in penalties. However, a substantial amount of ₹1,212.86 crore is still outstanding. The figures reveal that while the system has improved detection and issuance of fines, the follow-through on payment recovery continues to lag, raising concerns about the overall effectiveness and long-term impact of the e-challan initiative across the state.
To strengthen enforcement, the department has intensified operations by deploying radar-equipped interceptor vehicles along with 251 Vayu Veg squads across Maharashtra. Traffic violations such as overspeeding, jumping signals, riding without helmets, and not wearing seatbelts are now being recorded through advanced digital systems. This approach has reduced the need for manual intervention, increased transparency, and streamlined the monitoring process. Despite these improvements, officials acknowledge persistent challenges in recovering fines, largely due to delays in delivering notices, inaccuracies in vehicle registration data, and instances where challans are issued to previous owners due to outdated ownership transfer records.

Another pressing issue is the absence of a robust mechanism for motorists to dispute challans efficiently, which has led to a growing backlog of unresolved cases. Many vehicle owners either contest the fines or choose to ignore them entirely, while some manage to get them cancelled after repeated follow-ups. With nearly half of the challans still pending, authorities are now under pressure to address backend shortcomings. These include ensuring timely notifications, improving data accuracy, and establishing a more efficient grievance redressal system. Fixing these gaps is essential to ensure that the e-challan system delivers intended results.
