The race for Mumbai’s top civic post has entered a decisive phase as a lottery scheduled on Thursday will determine the reservation category for the Mayor’s position. The draw, to be conducted by the Maharashtra Urban Development Department at Mantralaya at 11 am, has effectively put political activity on hold despite the BJP-led Mahayuti alliance securing a clear majority in the Brihanmumbai Municipal Corporation results declared on January 16. With the BJP and the Shinde-led Shiv Sena together holding 118 seats, well above the majority mark of 114, all eyes are now on the outcome of this crucial draw.

Why the lottery matters
The mayoral lottery is mandated under the 74th Constitutional Amendment, which seeks to ensure inclusive representation in urban local bodies. As per the Mumbai Municipal Corporation Act, the Mayor’s post must rotate among different social and gender categories. These include Scheduled Castes, Scheduled Tribes, Other Backward Classes, women from reserved or open categories, and the general category. This system is designed to prevent concentration of power and ensure that leadership opportunities are distributed fairly across communities, reflecting both constitutional intent and Mumbai’s diverse social fabric.How the draw is organised
The lottery is conducted at the state secretariat under the supervision of senior Urban Development Department officials. Based on past reservations, authorities first shortlist eligible categories to maintain proper rotation. Names of these categories are written on paper chits, folded, and placed in a transparent glass container. To ensure absolute impartiality, a child is traditionally invited to pick one chit at random. The category mentioned on the selected slip becomes the official reservation for the mayoral term, after which the department issues a formal notification.What follows the announcement
Once the reservation category is declared, eligibility to contest the mayoral election is strictly defined. If the post is reserved, for example, for a Scheduled Tribe woman, only elected corporators meeting both criteria can contest. Following the notification, the Municipal Commissioner convenes a special meeting of all 227 corporators. The Mayor is then elected through a show of hands, and the candidate who secures a simple majority of at least 114 votes is declared Mumbai’s new “First Citizen.”
