Until now you had to go to the RTO office where you live to get a driving license. It took an agent. Even if he went by himself, he still had to hit a couple of rounds. It also had to be tested on RTO tracks.
Accordingly, there is no need to go to the RTO to get a new license. So some other organizations will also be able to give you a driving line. RTOs will also get licenses but the scope will be reduced. For RC of vehicles, however, you have to go to RTO.
According to the new rules of the ministry, valid organizations, companies, NGOs, automobile associations, vehicle manufacturers associations, vehicle manufacturer driver training centers (DTCs) will be recognized. Licenses will no longer be issued by these institutions. Ask such organizations to apply for this.
According to the directions of the Ministry of Transport, the applicants are required to have the required land and necessary facilities as per the Central Motor Vehicle Rules, 1989. Also their installation number should have a clean record. The track will have to be built on this land.
The Central Government issues necessary notices from time to time for driving licenses and related services. The Center has enacted new laws in 2019 to ensure that people follow traffic rules. It provides for severe punishment. Increase the penalty by ten to 100 times.
These rules have not yet been implemented in Maharashtra. But these new rules have been implemented in Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Uttarakhand, Delhi and other states.
Since the Corona period, all RTOs in the country have undergone major changes in the process of collecting fees for learning licenses. According to the new system, slots are booked and you have to pay for a learning license. The date for the exam is also at your convenience after depositing the money.
